Family Guy Logical Fallacy

In this Family Guy clip, Mayor Adam West is asked a somewhat challenging question at a city hall with himself, an opponent, and the people of Quahog. Because of the difficulty of the question, he avoids answering the question entirely to go on a ramble about the importance of asking questions. In this instance, he makes the questioner feel good about himself and his question asking abilities, totally avoiding the focus of the question. This shenanigan is called a red herring logical fallacy. This type of logical fallacy includes altering the attention of an argument to something that has no relation with the true subject of the original argument. Politicians are infamous for utilizing this tactic all the time. The reasoning behind this may be to not upset people who expect their representative to take a certain stance on an issue, or if responding in a certain way will have ill effects. The use of red herrings are blatant, and not effective in the slightest in appearing trustworthy or knowledgeable about the situation. Introducing irrelevant topics in order to subvert attention from the real discussion at hand is not only improper logic, but also disrespectful. Considering the question asked is expected and when red herring is used, it only conforms to the responder's agenda.
